It was believers that were gathered inside the house at Pentecost. Because they were in Jerusalem, Jews from all over the world (having been scattered as a result from the Babylonian captivity, if I remember my Old Testament Survey correctly) were also gathered in the city for the feast.

As the Holy Spirit descended upon the believers, they began to speak different languages (what some will call "in tongues"), which astonished the Jews. They passed the Christians off as drunk, which led Peter to speak to the crowds, and the Bible says about 3,000 people believed and were baptized.

It was the Jewish people gathered in the house. During Pentecost a Jewish Celebration.

They were Jews from 17 different nations, speaking in 17 different languages. They were there for Hag Hamatzot (The feast of Unleavened Bread).
Each heard Peter in their own language and were amazed, saying aren't these Galileans?
The assumption is that people from Galilee would not know their languages.

Actually they were gentiles..read both books and you will see and understand..
