I have never heard of an employer doing a credit check. Most of the people I work with and have worked with have terrible credit. If they had to run a credit check for everyone that applied, I would imagine that they would be struggling to be staffed.
If you mean a background check, I wouldn't expect the prospective employer to want to hire you if you decline to submit to a background check. Usually the employer wants to know how likely you are to leave the company and how well you performed at your other jobs. They also check to see if you have a criminal record.

Unfortunately, more and more companies are requiring a credit check before hiring workers. Most companies won't ask for a credit check. If they make it a requirement, then you will need to either give them permission to check your credit or walk away from the job.

Not very likely to get the job. If you are worried about lowering your score due to an inquiry, your credit score shouldn't be affected since they should be doing a "soft" inquiry.
If you have bad credit, it shouldn't affect your hiring status unless you are applying for a high-level position which requires you to control the company's finances.

If the company requests one than you have no choice.
If your credit is not healthy it usually does not effect your chances unless you would be in a position of handling large sums of money.
