Can someone help me find evidence/website that advocates the DIA should be placed under the armed forces?

I'm doing a project for school, and I cant find any evidence that says placing the DIA (defense intelligence agency) into the military/armed forces is a good idea. I dont know if this evidence exist but if someone can help me find it, it would be greatly appreciated.

WTF? DIA is already part of the armed forces, it is a DOD agency. Do you mean taken away from the armed forces?
