Of course there would be a charge. Try the Student/Teacher version from Staples or other retailer.
Teachers should allow you to use an older version, or even the free version from http://www.openoffice.org TELL THEM

While Microsoft Office 2003 is a definite improvement over MS Office 2000, I can't imagine it's actually needed for school. The other answers--stating that there is, in fact, a charge to upgrade--are correct.
Unless you're getting files that aren't compatible with Office 2000 (which you shouldn't be), I wouldn't upgrade, and while OpenOffice.org is a great product, it is not a free version of MS Office. It is a free office suite, however. OpenOffice.org (OOo) does have some downsides though. You can't open some older office files (pre-1997 versions) the Excel replacement Calc, also doesn't have some very useful features that excel does, and in general Calc is a bit clunkier. Writer, however, (OOo's answer to Word) is a splendid program, and is probably easier to use and for 99% of people is a perfect replacement for word-processing.

I assume you mean Microsoft Office 2000...in which case you still need to pay the upgrade price to get to 2003.
