I certainly don't think it means engaged….. because people would just say that….. but a married guy getting divorced or separated list no intention of staying married would be….. technically married.
In most states you have to be separated a year before getting divorced. Of course people date during this time…. who wants to wait…… now technically you're not supposed to…. but few judges are going to do anything about it since your intent is to get divorced.
More than likely this is what he's talking about. If you like the guy go out with him….. asking to be more specific about his technicality so you understand better.

'cause when he's -officially- married, you'll be there, lookin stupid, and on the side just like how he would be starting you off if he did this
Don't you wanna be technically married, or officially married, too? You won't be getting the full benefits of that kind of relationship, he will, from his wife. You will have nothing, and be on the side.
You don't wanna be given 50% love you want 100% so you wanna go with someone who is 100% free. So maybe one day you both can be officially married.
I mean even if he's cute, it's better to just fish around and see what else is out there. You never know you could be at the store, or even pumpin' gas, and THERE HE IS...THE ONE
