we have verizon, im pretty sure.
and my mom told me to find out how to block numbers
because these people from south carolina keep calling
and we answer and they just breath into the phone
and then hang up and call back. and we dont know anyone
from south carolina, so we just wanna block it.
how can i do that?

You should ask Verizon about their privacy enhancement services. If I read their FAQ correctly, it appears that you can block specific and anonymous calls. See source.

If you call the phone company they will trace it, After 5 times they can take legal action. Check you phone book, their might be a number you can dial when it happens and it will record the number, Around here it's *467

you call verizon
the csr will do that for you, and that's probably also your only option too
also, you probably wanna file a report, because that's pretty damn creepy
