If you are serious and you are not a stalker or a rabid fan talking then treat her as you would any girl ... tell her how you feel, but be sure that you do really like her and not just because sh'e famous ... oh and although compliments about her looks are fine be sure to also compliment her about her personality since that will say that you are not only looking at her externalities (something which other people see everyday) but also who she really is and that's what you like about her :) good luck :)
