He probably feels that by placing a name on it, emotional strings will come into play. Therefore keeping it an "unidentified relationship", he can have his cake and eat it too. Translation, he can spend time with you and do what he wants and continue to leave his options open.

maybe hes embarassed or he doesn't want to call you guys couples so that when he hooks up wtih another girl he wont be cheating, or so that when he wants to break it off and stop messing around he would have to break up with your or anything and have a big commitment

Yeah, he is scared of the actual words. I'd just be happy that you are where you are right now and try not to push..

So that he can bail out without saying he dumped you if something better comes along. It's easier for his conscience.

He's probably just afraid of commitment.
