It can be many things. Ringworm, mange, allergies, or poor nutrition. Take your kitty to the vet. Nobody can say for sure what is going on without seeing it and doing some diagnostics.

The other answers are good and most likely accurate but I wanted to contribute another.

During a realtionship with a guy who refused to EVER let in natural light, my cat began to get bald spots. The guy is gone now and so are my cat's bald spots and the vet said it may have been a Vit D deficiency due to lack of sunlight.

Another cat had a hormonal thing.

Another kept shoving her nose into a space and getting chemicals and dustmites on her muzzle. So the alergy answer made sense to me concerning your kitty.

She could have allergies to her food or fleas or mites, have her checked by a vet right away. She may even just have a dry skin problem, but for your pets health have her looked at. If you can't afford a vet call vets in the area and pick their brains maybe you can get help that way, or your humane soceity, just get her checked, after all she's your baby, right.

you need to take her to the vet some times parasites can get under the skin and can cause that reaction . or she could be allergic to something . it could also be mites or fleas . try takeing some of the hair and put it in a ziplock bag . that way your vet can look at it under the mocroscope .
