My mother died 2 years ago of lung cancer so I understand your pain and sorrow. I wish you the best towards recovering from your grief. Now as to your question, you did not mention as to what state that she or you live in and so therefore I can only give you several general suggestions.
Please do not be offended with the suggestions as they are only just to give to you some ideas and help.
First, did your mother attend a church or have a religious faith that she (when she was able) attended to, if so then check the church where she attended or was a member, speak with the pastor and maybe the members of her church could help.
Does your mother have any other relatives, ask them for help even if you feel that they will not help, it never hurts to ask and in this way you will know for sure.
The cost of funerals and burials are very high and so cremation might be something to also check into. A local funeral home can give you a price, do not be afraid to ask for the lowest cost. Most are in the business of selling and so therfore will suggest the highest price. I do know this for a fact as my mother was cremated, you do not have to purchase an expensive casket just for cremation, there are plain caskets that are made just for cremation and are reasonable. Another thought is to check if a funeral home will let you make payments, I did this for my mother's cremation.
Call your local 211 number and explain your situation and they might can at least direct to some place in your local area that will help.
Now, I do not know for sure but have heard that if some people living in nursing homes, passed away, then the "state" would provide for their burial. This only seems right as a person has to give everything to the "state" if they enter into a "state" nursing home.
Do not give up hope in pursuing this as there are organizations that can help, it is just a matter of searching them out. Especially will seem hard to do this and deal with your grief.
I wish you the best and hope things work out okay.

Have you thought about cremation? This is not acceptable to some people for religious reasons, I realize. It's just a thought, i'm not saying you should do it. If it is not offensive to you, it is a lot cheaper (not that that's the only thing that matters!)

There was once a girl at my college holding a box with her mom's picture on it asking people for donations to pay for her mom's funeral.
Fortunately for her, when a local band heard about it and was performing at the college they made a big anouncement about it and the donations flooded in.
