and a car from one stop sign wants to go left, and another car from the other stop sign wants to go straight, who should goes once it's safe? some say the car that's going straight, others say whoever is there first, i don't know who to believe

In FL and OH, it does not make any difference who got at the stop sign first. The person making the left hand turn must yield the right of way to the person who is going straight. This could mean that the person making the left hand turn may have to wait for several cars going straight. Think of it this way. If there is a crash, the person making the left hand turn is going to be cited for failure to yield the right of way. BTW we investigate plenty of crashes each year where people feel they had the right of way because they got to the intersection first. Of course, there are two exceptions. If it is a four way stop, the vehicle on the right has the right of way if the vehicles arrived at the intersection at the same time. Also, if one driver had a yield sign and the other a stop sign, the driver with the stop sign must yield to the person with the yield sign. Good question.

If two vehicles get stopped and you cant really tell who got there first, the fact is, signal or no signal, you really don't know which way the other vehicle is going to go. So, what matters is that you both get through it safely. Let the other car go first, especially if you plan to turn left, by simply waiting a moment and /or by waving them on, then you know for sure where they are going and it really wont take a second more of your time. Safety is right.
Courtesy is the right thing to do!
People don't take driving seriously enough.

The vehicle going straight through has the right of way. Turning traffic must yield. If you are STILL confused, check with your own DMV.

The person turning may not turn until it is safe to do so. Therefore, someone going straight would have first place in the lineup.

The first 1 to the the intersection. If ur unsure of who it was just give them the friendly wave and let them go first.
If still confused breakout ur states dmv handbook and look it up there. Different stats different rules.

Technically the one who stops 1st is supposed to go 1st.
The person who should go 1st depends on how rude the other is and the oncoming traffic
