Colorado Springs, CO is the Best
USA Cycling is based there.
The Olympic Velodrome is there and great track racing.
Carmichael Training Systems is there.
Colorado Cyclist is there.
Tons of great road races, mtn bike races, cyclocross races in CO.
And, there is a great variety of rides on road and trails. Hills, flats, rollers.
My second choice would be Boone, NC which is Lance's favorite place to train.

With out a doubt would be the Island of Mau'i in Hawaii... At the summit of Mt. Haleakala, 12,340 feet above sea level, you can cycle and see such gorgeous and unusual things and vista unlike anywhere else. Starting at the top before sunrise and watching the the sky lighten, and the clouds below are ever changing in a Mariya of pastel colors, because of the 'sunrising' or earth rotating, take your pick.. cloud cover Top is a few thousand below you covering every thing, so that all you see for a bit is just a thin light covering of clouds, for 5-10 minutes approximately as you cycle down, which you Will be so amazed and wondrous, that the things you will see will be 'somewhat' you will hardly believe what gorgeous, vistas, waterfall, and all totally green, and no homes, just some 'left-over' old building and machinery from the past... One other thing, this is a now old dormant volcano, from which all the Islands are formed... being at 12,340 feet in elevation. If down on the beach is say 82 degrees, for every 1000 feet you ascend, the temperature drops, 3 degrees F. IT will a comfortable 46 degrees... Not counting any wind chill. Aloha

Davis California was rated the best small city for cycling. Davis is a huge cycling town; they even installed sensors in the roads at the traffic signals so the lights will change for them.
Sacramento, CA is also great, only 15 miles from Davis and a bike trail that connects the two together. Sacramento has a 33 mile bike trail that follow along the American River. It is paved and closed to traffic. It goes from downtown Sac towards the foothills at Folsom Lake; it is a huge trail for commuting to work. So, esentially you could ride almost 50 miles on bike trails from Folsom Lake, through downtown Sacramento to Davis California with minmal traffic.

Uhhh. I live and ride in Colorado Springs, and it definitely isn't a great cycling town, despite all the cyclists who live here. The motorists here apparently think there is some sort of point system involved for attempting to run cyclists off the road. The bike lanes, clearly marked, are nothing more than private parking lots for the people who live on them, meaning you still have to ride in traffic.
Anyway, according to Bicycling magazine, annually, cities such as Portland, Seattle, and Denver make the cut. You can probably check their website to find others. The only one I can speak for is Denver, which has a fantastic bike path system, and streets one can actually ride on without fear of being run down just for being there.

Every year Madison gets ranked right up there with Portland for the most bikeable cities in the US. Madison has a great network of bike routes that let you get across the city with no trouble at all.
Sometimes they even plow the bike paths before the roads!
Also- South Central Wisconsin is great road biking territory, all very accessible from Madison.

Hey i know i'm young but out of all the places that i have been so far,
the all time best is vail colorado. people do everything there, there are mountain bikers everywere, and speed and street bikes going up and down the pass for a work out.and the high altitude really gets u in shape(8,500 feet and up)

Check out the Maah Daah Hey Trail in Medora, North Dakota. Seriously, the most beautiful place I have ever been and one of the greatest epic rides... about 100 miles of singletrack! It is saweet!

Dave is right. I was a bike rep and saw that Davis/Sacramento had so many trails by rivers and in the foothills. Humidity won't kill you even in the summer.

What type of riding? If you want to do mountain biking, Moab, UT is one of the top stuff for that.
