If stored in proper dry conditions, baking soda does not go bad. If, however, moisture or acidic vapors get to it, it can react with it and loose it's potency over time.
To test whether baking soda still has leavening abilities, take half table spoon of baking soda, hold it over the sink and pour several drops of vinegar on it. If what you see is strong bubbling, your soda is ok.

If you add a spoonful of baking soda to a small amount of vinegar, it should get bubbly. Baking SODA lasts a very long time. Baking POWDER is different and does lose effectiveness over time.
