Usually, one carry on ( a small luggage or backpack) and a personal bag, ie computer bag, a purse, a camera bag, etc. Each airlines have maximum and minimum that you're allow to take on board so it is best to contact the airline itself.

They post certain regulations for size and weight, but I've gotten backpacks that weigh more than my suitcases (50lbs+) on the plane for international flights.
