we cannot buy an expensive gift and I am not a really good cook. I need ideas of how what to do for a neighbor moving in next door.

You can give her a list of the local restraunts, good businesses, child care and maybe a homemade gift certificate for you watching her house, kids or such....

You should be out in your yard doing clean up some saturday. They will see you and if they are normal decent people they will use that as a heads up to come outside for whatever reason and make themselves availbale. Smile, walk over and say Hello.. Small talk with them. If you click, then forge a friendship.. If you find that you are not clicking, just keep them at arms length and be friendly cordial neighbors..

If you can't buy a gift or cook, I would tell em' to move somewhere else with a more affluent neighbour. Seriously, ask them if they need a hand moving, watcthing the kids, etc.

Well that is sweet of you. Winter is here, maybe ask them if they need anything like quilts or extra blankets. Maybe some slippers.
Cut out some coupons for them from the nearest grocery store.
Ten dollar grocery gift card.
A list of nearby places they might need like grocery stores, mechanics, gas stations, what days the trash gets picked up etc..

Make a list of the resources in the neighborhood. Put together a basket of goodies (bought chocolate) wine or non-alcohol what ever - or just popcorn and a bowl with a note that says - let's get together for a movie!

BUY them some cookies- saves you from cooking and it is cheap
Plus you can just say you made them

buy a plant or a cheap bouquet of flowers and tell them welcome to the neighborhood or there is also already prepared foods like pie and cakes at your local grocery store in the bakery that all you have to do is warm up yourself or buy one and let them heat it themselves.

I hate to be cynical ... but just leave em alone....Introduce yourself and thereafter avoid them or just wave hi. Also don't tell them what you do for a living nor let them find out your last name.

tell them to come over to dinner but just order out back bread and pick up pizza from hy-vee an dlast but not least just tell them get the hell out of the neighborhood
