Here, some man with money and political pull buys some low land cheap that not good for anything. His friends in political positions turn his land into a Dump and he get paid for this. Once it get built-up. His friends then get it re-zoned for industrial property and he sell it for big bucks.
But, a lot does get recycled too. Many ways of separating it. You may ask around, if, you not have a regular garbage pickup there are people who do this privately they have their own Garbage Truck and then take it to the Dump and pay a fee to Dump there. Also, ask around. Some places there may be a Dump, just, you have to bring the stuff and maybe pay $5 a truck load (Pickup) truck. Many of these will look in the truck and they will not take Tires or Batteries.

The garbage in my community is used to fuel a local power plant, providing enough energy to power approximately 75,000 homes. Technically, I suppose our garbage still ends up in our "backyard" as we bury the ash at the local landfill. However, there are a number of other uses for this ash that are under development, including using it as a substitute for gravel in concrete manufacturing and the building of roads. I would therefore argue that garbage need not be placed in anyone's back yard, but could be used to provide heat, light, and power to homes in the commmunity, with the leftover ash used to build important public infrastructure projects.
