Well, you always have a chance to say sorry. Sometimes you have to look for it, it won't come and say "Hi! I'm the chance you're waiting for". You have to try all you can and as much as you can.
And when you find the opportunity, you gotta explain him all the reasons why you didn't sent him a birthday card, even if the reason is that you totally forgot it! Saying the truth is always the best path to reconciliation.
