Speaking from the perspective of an Adoptive Parent, no, adoption is not against biblical law. In looking for adoptive parents, you should first look for people who WANT to be parents and aren't just adopting for "show." You want stable people and if they are in a relationship (partners or marriage) that relationship should already be long term and healthy. Financially sound people goes without saying. Healthy parents are a must so the children aren't orphaned again, and you want stable God parents already legally agreed to in case the parents die suddenly. But, first and foremost, you want people who want to be PARENTS, not people who are just wanting a child. Regarding the child, as adoptive parents, my husband and I had no specifications, we applied to our agency and accepted the gift God gave us. Most people specify special needs, health issues and such. Adoption isn't giving a child a second chance, it is the uniting of children with their forever parents. My family traveled to China to pick up our daughter because it just so happened that is where she was born, we didn't go to China to adopt her. There is a difference in the mind set.

No adoption isn't against the bible. We are foster parents for a Catholic Society in Ontario Canada. We adopted one of our foster children. If you can find a foster parent agency where you live inquire about adopting through them. Why??? Because it doesn't cost an arm and a leg to adopt through what we call fostering in Canada Children's Aid Society. You get what is called a case study of the child with a background of each parent and medical history etc. If you have questions email me!
