Think of it as compliment after all if a man/woman is attractive it is first noticed physically than during the following conversation you have the opportunity to show your intellectual powers if you are interested in follow up.
The young ladies that are not noticed and passed by will usually claim it is a form of insult body of mind that is a form of prejudice.
Take it for what it is your advantage.

It's neither. It's just more of a normal thing, nothing special about it. All guys are perverted, even if they don't show it, so it's not insulting or complimenting when they are staring, it's just their nature if they are extremely perverted.

If you just glanced, then I wouldn't be offended. Staring is bad. Staring is creepy, and makes me uncomfortable. If I am uncomfortable it seriously LOWERS your chance of seeing them uncovered and all the good things that come with nudity.

It's both I guess. On one hand, he finds a part of you attractive, but at the same time, he is focusing on your body instead of you or what you have to say. It all depends on what makes you feel flattered or not.
