It's 3.
A candle holder can only hold 1 candle and there are only 3 differnet colors.
A candelabra holds more that one candle usually 3 or 5 which can have multiple patterns of different colored candles, but you said a candle holder.
This was a good one, almost missed that little detail. =D

Not. All of those candles won't fit one single candle holder. Or maybe 3. One fitting for each color of candle.
