is it at someones home, office, is it a suprise?
come up with a theme, like mexican or italian, and ask the close friends to bring a favorite dish, you could even do just snacks or desserts only. have some favorite music, nice lighting, and take pictures for the person to have for memories, maybe even ask some of the friends contribute pictures from the past and make up a memory scrapebook. good luck

I would go to the dollar store to help with party favors, table clothes, and paper plates etc. For food Maybe do some home cooking which can be cheap, but good. Make a big thing of pasta...everyone loves pasta. Buy Albertsons garlic bread and make a big Caesar Salad plus it will go a long way. You can also do a late party after 8pm and just serve drinks and appetizers that would also help out with the cost. If you rather cater Mexican food places seem to be on the cheaper side. Believe it or not I have used El Pollo Loco for several of my parties. People love it and I always have left over food..they give you lots of food. Plus be creative. Maybe buy a small journal where people can wish the person retiring well or say nice things about their accomplishments.
