He's 8 mos old, been neutered and nothing keeps him away rom our hands and feet. He's a Shitzu with a cute personality but he chases our feet when we walk - and we've tried it all...and when we go to bed all he wants is our hands to chew on. He has chew toys, we've been consistent in his training and are at a loss. Any, any suggestions...please help.

When puppies are teething they bite, like human babies. I got my puppy to stop by buying chew toys (ones that make noise keep them interested).

also a pop in the nose stops them...i have a germn shepherd pup and she's real aggresive and the pops worked

Sounds like he needs more exercise, and then a crate for when it's time for downtime. At 8 months, you want to be sure that you've exercised his mind and body before he goes to sleep! Also, whenever any member of your family feels teeth on skin, your dog must go back to his crate instantly. Game over, end of story - no humans emotions necessary, no need to scold, strike, or otherwise freak out at him. Give him time in the crate, then let him out (but not until he's quiet)

Have you tried doing what older dogs would do to him in a pack? You 'bite' him back. Not with your mouth, of course, and not to hurt him. Make a "mouth" with your fingers and make a quick bite movement on his muzzle when he is trying to bite you.
If he were living with his mother/other dogs, that's how they would discipline him to stop bothering them. They would gently but firmly nip at him to show him his place.
You have to leave human psychology out of it, he's a dog.

Have you tried yelling and then putting one of his other toys in front of him?
