A cat this old may be constipated. A trip to the vet is recommended.

I would go with Dallas' answer. Any change in the behavior of a cat should be a matter for serious scrutiny. One hour is not a great change. If she seems to straining at the box she could have a serious urinary blockage (an emergency) or be constipated.

So run it by the vet over the telephone to see what response you get. If she cannot urinate because of blockage she may go to hide out somewhere in the house, not come out to eat, etc. - that would be another sign it might be an emergency. Usually if she is blocked you would have noticed something sooner. You have a 48 hr window before her life will be seriously threatened by renal poisoning.

I would call a vet first and see if they can give you some ideas over the phone. If they just say "bring her in" and don't help you understand, then call someone else. If they ask you more questions or float some possibilities first, I would trust that vet more. Could be nothing, or it could be an emergency.

Well is she going to the bathroom normally? she can be trying and gets stuck in there with no sucsess. Monitor her stool if is too hard she needs more water, my cat is like that and few days a week we give a little more wet food so she can normalize her digestion and for instance her bathroom visists. Also she is old so she may be just confused, attract her with a toy and get her out of it littler may have bacteria that she doenst need on her body.
