The 24 elders are men that where redeemed by the Blood of the Lamb. Revelation 5:8,9 “And when he had taken the book, the four beasts and four and twenty elders fell down before the Lamb, having every one of them harps, and golden vials full of odours, which are the prayers of saints.
9And they sung a new song, saying, Thou art worthy to take the book, and to open the seals thereof: for thou wast slain, and hast redeemed us to God by thy blood out of every kindred, and tongue, and people, and nation;”
Notice that in Matthew 28:21,52 “And the graves were opened; and many bodies of the saints which slept arose,
53And came out of the graves after his resurrection, and went into the holy city, and appeared unto many. “
Here we have at Christ death many graves opened and it was not until after Christ had risen from the grave that these people came forth.
We do not know how many where risen after Christ was called from the grave by His Father, however we do know that there are 24 that are in Heaven around the Throne of the Almighty God, the Father of our Lord and Savior.
We also know the according the Book of Romans that Christ is our High Priest. If anyone understands the Temple service of the Children of Israel they would know that there is only one high priest and that there where 24 priest (elders) under him and then the rest of the of the priest where split under each of the 24 leaders or groups that where directly under the High Priest.
So we have Christ (our High Priest) who is interceding on our behalf. And we have 24 elders who are priest and kings unto the Almighty God.
These 24 elders are Saints, (and Revelation 14:12 tells us what a “saint” is, they are those who KEEP THE COMMANDMENTS OF GOD and the FAITH of JESUS, and nothing else makes us a saint) that were risen from the grave at the time of Christ’s resurrection.

The elders mentioned in Revelation, beginning at Chapter 4, are symbolic representations of the Raptured Church.

Rev. 4 begins with the apostle John being raptured up to Heaven. However, he arrives AFTER the Church has already been called.

Notice the elders are wearing crowns. The Greek word used here is "stephanos," which is a kind of crown given to a victor in a contest. Throughout Scripture, we read that redeemed believers will receive "stephanos" crowns. For example, see 1 Cor. 9:24-27. These are all "stephanos" crowns.

Then, note these elders are wearing white robes, which redeemed saints wear (see Rev. 7:9, for example).

So why are only 24 pictured? See 1 Chron. 24:1-4 and 1 Chron. 28:11-13. God told King David to separate the priests into 24 "courses" that served Him continually. These priests symbolized all of the priesthood. Christians are priests according to the Order of Melchizedek and are also ordered in this way.
