I'm guessing that raining frogs is a reference to the Bible and one of the punishments meted out by God on the Pharaoh who refused to release Moses and the Jews in his service. Frogs supposedly dropped from the sky. (The Pharaoh didn't get the message and eventually lost his firstborn son to the Angel of Death, and later his life when the Red Sea, parted by Moses, engulfed the pursuing Egyptian army.)
The expression "raining cats and dogs" definitely means a torrential downpour. But raining frogs could have a more negative meaning.
