Well you can teach him to come by calling him alot and when he comes give him a treat, eventually lose the treat and just pet him. For Stay, just use had signals and words, and start by walking in little steps, then bigger ones, then keep getting further away and each time you come back give him a treat, then do what you'd do for come.( I taught my dog this in 10 min.)

You should start your training at home and not the park.
Use treats such as cheese or chicken.
Get your dog onto a lead or rope that can stretch far. Tell the dog to sit or push it's bottom to make it do so. Then say stay whilst holding your hand out it front of you. If the dog moves say NO and Sit then say stay again. Then move about four feet away at first and say come holding out the cheese. When he comes give cheese. Then get him to sit and do same until he comes everytime. Only give treat on the come command. After a while still on rope move ten feet away etc. Eventually he will come.

Sign yourself and your dog up to obedience classes, followup through with at home practice sessions and consistent training, treats, praise, and lots of love. It won't happen over night and teaching a dog something means teaching the human how to teach the dog.

There are obedience classes for dogs. You can go to your local pet store and they should have a list of the available classes and what they cost.
