I am premanent resident and hold a Indian passport, can I apply for provisional licence at post office without sending my passport to DVLA by post. As I would be travelling and also I'm nervious about sending my passport by post.
Is this facility only for for UK citizens?

Anyone applying for a license has to show two items of proof of identity, a passport is one. Also a professional must verify that the photo you send is indeed you and that the professional has known you for some time.

Basically, I have merged both of these to answers together, as they are both 100% correct.

You will not be able to exchange your driving licence for a British one, however, you will be able to drive in Great Britain (GB) on your full, valid driving licence for up to 12 months from the time you first become resident. You will need to stop driving once the 12 months are over and if you wish to continue driving in GB you will need to get a GB provisional driving licence and sit a theory and practical driving test

My advice to you is to give the DVLA a call and find out from the horses mouth. If I ever need to know anything about law or anything other, then I contact the proper authorities as some advice you hear is not accurate.
