I am a US citizen, but my mum isn't. She had a ss#, bank accounts and a job. I don't know what that qualified her as, but I am looking to file an application for her so she could come over. I haven't seen her in 10 years and I am under 21 (almost 20).

Is there anyway or forms I can fill to get her here, even if I am under 21?

no she has to visit the us embassay and request the forms in person and go through proper chanels
when she becomes legal she has rights as an american untill then she may visit but not overstay her visa
if caught overstaying she will be peanalized and may not be able to return
that is why she must do it legally

You have to be 21 to sponsor a parent to get a green card. Try in a couple years. Or maybe if you contact a lawyer, he will know about some loopholes.

by merit of being an US citizen, you could legally file for her US citizenship, theres a standard procedure for that. And it is legally guaranteed
