I don't think so. If they were equiped with this kind of softwares, then why they're looking for translators to join the military so badly? plus I have been in Iraq just a few months ago and I never saw a translating speaking software. the troops need lots of translator to help them with their daily work with Iraqis.

Its possible that the military was the first ones to use it. Its a fact that there are manythings the military use have not been released to the general public.

it's possible, but not likely. If they can't afford body armor, they probably can't afford very expensive and experimental software.
