she sounds like she is shy. try saying hi to her when there isn't that much people around.

Try going up to her and starting a conversation, like instead of just saying Hi say Hi how are you today? then she might respond.

if you mean like when your talking she doesnt say hi maybe she doesnt hear you or playing hard to get but you cant be sure

ignore her. if she likes you, the second or 3rd time, she will say hi.
