It's the name for the analog signal carried by component video.

Y carries luminance information.
Pb carries info for the difference between blue and luminance.
Pr carries info for the difference between red and luminance.

McLaren is correct. This output/input allows an analog signal to produce a higher quality picture. The signal can be regular def. (480i) or the higher resolutions like 480p, 1080i or even 720p. Even when watching regular resolution the picture is better than S-video because the chroma (color part of the picture) can be better demodulated from the input signals.
