Well it's a horrible picture for one, I can't tell what style it is because of that.
Otherwise it looks like she has clips or elastics in her hair in various places they're not needed. It's called the "I'll put all these things in my hair and look like an idiot" look.
And why is there a stiff section of hair resembling a straight horn sticking out from the back of her head?
