Not sure, but I would guess a sales tax or value added tax.

No tax can do that since taxes are by their nature conscription of resources. Only a "fee for service" can reflect the benefit received theroy. The closest you can come otherwise would be an excise tax on the shipment of goods.

Perhaps a 'head tax'? Can you show that any individual receives more benefits from government that another? If they do, is that fair regardless of the tax structure?
