Seriously tho, it depends on what kind of bike you are talking about, who it's for, and what the person is gonna do with it.

I suppose the basics for a regular bike are:

Brakes
Reflectors
Bike lock
Air in the tires
Tires in good condition
Oil on the chain
Comfy seat
Handlebars that are easy to reach
Bike helmet
Bike tools
and a Tune-Up every couple of months.

Front and rear reflectors, white/opaque up front red at the rear.
Orange reflectors in the wheel spokes.
Functioning brakes.
These are minimum UK sales requirements.

2 wheels, as 1 Wheel would be a Unicycle and 3 would be a Tricycle.

Head light, Tail light, blinkers, horn, and a mirror. At the least to be road legal. Assuming you're talking about a motorcycle.

Do you have any more specifics? I think it needs to be atleast 500cc and disk brakes.
