The incinerator pipes are make shift , no updraft, smoke blows to the ground in calm conditions. Smoke can be white,blue,green. My home and garage fill with smoke (haze around lite fixtures)local authorities aware , but unable to do anything. Current solution; sell & move somewhere else !

Call your city building inspector regarding the pipes, then the state fire marshall about the illegal burning. Also towns and cities have zoning bylaws that direct what sort of businesses can locate where. From what you say, your neighbour could be charged under state enviromental laws.

Hard to believe that there isn't a county ordinace there for such a thing. Talke pictures of it and call your County Environmental Division and reprort it. At the very least I am sure they have "burn" days due to pollution!
