no, you need someone close to god, for us arabs if someone is possessed their is a special sheikh(person who is close to god) and it works

No one is able to cast a devil out of a person except God Almighty, the Lord Jesus Christ. Remember, when the apostles were attempting to cast out a devil (but could not), and asked Jesus why they could not cast out the devil. Christ replied, this kind goeth out by nothing but prayer and fasting. Prayer is beseeching or begging God. The key is fasting. This is not abstaining from food. "Fasting" if youll look at all the Scriptures in the Bible, refers to preaching the Gospel of Jesus Christ. In other words, the devil comes out when a person is saved by grace through the Lord Jesus. Another term that has been similarly misunderstood is "laying on of hands." Laying hands on someone will not cure their health ailments but that is what is commonly believed. "Laying on of hands" is a term referring to preaching the Gospel of Jesus Christ. If you'll look at Isaiah 35:5, 6 you will see the same thing: the eyes of the blind will be opened, the deaf shall hear, the lame shall leap as an hart, etc. Christ did these physical miracles but they were pictures of salvation. ALL men are spirituall blind until Christ opens their eyes--then they are saved. ALL men are captives of satan unless the Lord takes them out of the house of bondage (sin) and saves them.

Preachers can't even cast out their own demons; not likely their could cast out anybody else's

If God is using him/her, sure. Ultimately, it is the power of the Holy Spirit that does it.
It's conceivable that it could be done with a person who is demon possessed and turns on the TV and hears the Word of God. The Holy Spirit Himself could come into the atmosphere where that person is and cleanse that person. However, the demon possessed one has to want it. The Holy Spirit does not force Himself on anyone. He insists on permission to enter and destroy the demon.

In the bible the demons were cast out by laying on of hands and it said that some will not leave with prayer and fasting.
