she does that because you let her pee there. keep her outside longer- tie her out until she's comfortable enough to start going outside.

well you trained it to go on paper inside the house didn't you? So why are you surprised that it is doing what it has been trained to do?
You should never housetrain onto paper in the house. Housetraining should consist of taking the pup outside every single hour, after a meal, when it wakes up. You TAKE it out, not PUT it out. You stay with it until it goes to the toilet, then praise it like mad and give it a treat and come indoors. If it messes in the house just clean it up and say nothing. If it goes in the house it is your fault for not tkaing it out often enough or watching it to know when it needs to go.

This is what happens with paper training im afraid,it just teaches the dog that toileting indoors is ok.Start from scratch again,remove all the paper and buy a good spray that masks the odour of wee,as a dog will toilet on the same place they did before because they can smell it,you can get good sprays from pet shops.Take her out every hour no matter what the weather or how long your standing out there,when she does go out side praise her to the skies and reward with a tit bit.If done with consistency your dog should learn very quickly that she has to go outside.If you catch her in the house simply say no loudly and firmly and put her out in the garden with the command outside.Good luck

What breed of pup?
Larger breeds can hold it longer then small breeds.
Have you been placing the paper by the door everyday?
It is up to you to have done this everyday until he gets that he does it on the papers regularly. Then when your pup starts going the bathroomon on the newspaper regularly you HAVE to watch and when you see him going to the paper you automatticaly take him outside to do his business.
You might have rushed this process to quickly and now he thinks he is supposed to go on the paper spot and just enjoy the walks.
One possibility is to see if he's on a regular time to do his business and work the walks around that time. You might be expecting things to quickly and have to start over again.

She sounds like she either was paper trained by humans or by herself. Move some of the soiled newspaper outside & let her smell it. As she coninues to use the paper (in the same place) remove the sheets of paper till there's none left. By this time , she should go to the smell & not just the paper.

You trained her to do that and now you've got to train her to do it properly. An answer above tells you how to do it but just remember to reward good behaviour and ignore bad. After all it is your fault she is doing what she is doing. Sounds like a very intelligent pup to me so it won't take long if you do it right.

4 goodness sake.......... dont ever train a pup_dog_ to go toilet on paper in the house??? if u r going to use paper use it outside? soon as they get used to doing it on whatever ,inside , why should they go outside? our rescue dogs are shown the door as soon as they have had a drink, feed, or whatever? train em outside, not in?not even on paper unless u want a good smell of ammonia 2 welcome your neighbourss??????????

I WOULD TAKE HER OUT EVERY 15 MIN'S EVERY DAY UNTIL SHE GOES TO THE DOOR BY HERSELF .
