Depends on their skin tone. The warmer their skin, the warmer they can go with the blonde. If a person has cool skin tones they'll want to stick to a light ash blonde or a platinum blonde. Bleach blonde looks too trashy in my opinion. I wouldn't do it.

As for being darker and going blonde, like the person above me stated being tan with platinum blonde hair...A good rule of thumb is your hair color should NEVER be darker than your skin, otherwise it looks completely un-natural and just plain awful. And blonde hair does look better with pale skin, not tan...That's what most Northern Europeans are born with (pale skin, blonde hair)and that's what they have for life unless they dye it.

Various forms of blonde go good w/various people. I had bleach blonde once, horrible for me, good for someone else. Bronze was nice for me. Bronzer complexion nicer w/bronzer blonde. Fair complexion, ash or bleach blonde. Dark complexion, auburnish-blonde.

It depends on skintone and perhaps eye color. Blonde looks typically good on fair skin with pink undertones.
