You might want to start with just having her blow one nostril at a time. It's easier to learn and the force of the blow is twice as strong. Just have her close her mouth tightly while pressing down on one nostril with her first or middle finger. Meantime, you hold a tissue (Kleenex) in front of her nose. Tell her to make the tissue move in the wind that she has created. Alternate nostrils. I bet that she'll be able to do it. If she can, you can graduate to a piece of typing paper--requiring more concentrated force to move. An alternative idea would be to buy toy bubbles with a small, double-holed wand and have her use her nose to blow a bubble, thereby having to sustain a long, forceful exhale strictly from her nose. Such fun activities--done when she has little to no nasal congestion--will better prepare her for actually blowing her nose into a Kleenex.

Well, I'm 17 and I can't blow my nose. I know people older than me who refuse to blow their noses.
She's only 7. Give her some time. I don't think she's not "normal" just because she can't blow her nose. Just keep encouraging her to learn how. Eventually, she'll adjust to it. The only reason I can't blow my nose is because I was never encouraged the learn how. I never knew blowing your nose was so important. But if she has encouragement, she's still young enough to pick right up on the habit. Be patient with her.

Actually, my cousin who is a gifted child (I swear she's 7 and probably smarter than all but 2 adults in the family) couldn't blow her nose until age 6.
Try teaching her deep breathing, through mouth and then though nose. Do breathing exercises daily and work up to adding pressue enough to exhale to constitute a "blow"
Make a game--get het to blow out a candle with her mouth closed?

I woudn't necessaarily call this normal as you said,I learned to blow my nose at two years old. I think your best bet would be to firmly teach her to blow her nose,Try saying things like just blow thru you nose like you blow out of your mouth. Be encouraging and patient. And if all else fails, see about taking her to specialis lt.
Good Luck!

If she can breathe throw her nose, she can blow her nose. Just approach it that way, "Big deep breath, now close your mouth really tight and blow"
Practise when her nose isn't stuffy, its a lot easier then.
If she cannot breathe through her nose.... then there is a trip to the Dr.'s office in need.
In the meantime have her drink lots of water.

If you know someone smaller than her then if they know how to blow their nose then show her that someone younger can do it and she can't make her jealous that she can't and she will want to.
I babysat and a 3 yr old didn't pee in the toilet so i got her little sister that was 1 to "pee" in the toilet well she didn't i just put some yellow paint so she believes that her little sister did pee in the toliet at that moment she wanted to try it and she did it

Oh...it's normal... it's a learned thing...be patient and keep working with her. Take time out to stand with her while she does it -- giving loving directions... blow you're knows together...that'll be fine. Children learn by doing and by example...... but at 7......it's too soon to worry.
I know grown men that can't blow their nose and clean it up nice and neat...Gross!

Look4tay,
Blowing your own nose is not easy for children to learn. Just give her more time, nature will take it's own path in cases like this. She will eventually learn.
