I think it's okay to ask someone out if you don't love them, but not just out of lust. You never know what can happen, and you may end up falling in love with the person even though you didn't love them when you first met.

Unless you're like best buds with someone I don't know how you could know that you love them if you've never dated them.
And love is very different than lust, just so you know.
Date everyone. It's the only way to figure out what you really want in a companion.

Explain yourself to her. Just make sure to use clean language when you do. I guess basically say something like "I think you are hot, I would like to have a nice date with you. To get to know you better."
At least that is what I am guessing for what you want. Just dont expect her to open up her legs just cause you think she is hot. Let her decide what she wants to do. During your date(s) stealthily become more intimate with her. If she doesn't like it back off, if she is ignoring it be careful( it is an either way situation. She could be hoping you would stop. Our she doesnt want to seem like a slut.) finally if she shows she likes it (different levels may apply, where some girls are OK with being intimate in public,other girls may like it only in private.)

Only if you're up front about your reasons for asking them out. That way no one gets hurt, and they might say yes, because at least you were honest with them.
