Traditionaly it is brisket as previously stated, but the processed stuff you find in deli's is sometimes made from the eye of the round or outside round, the same goes for pastrami and here in Canada we have product called Montreal Smoked Meat, it is cured, seasoned with pepper,coriander and molasses, steamed, then smoked.

It is easier to process and cook plus serve as a deli style meat, brisket is a hot meat, and does not serve well cold, any hot meat as previously described would also be brisket, unless stated on the menu.

Corned beef is salt (and spice) cured brisket!

Must be half fat as ours after slow baking w/cabbage came out a little less than half as when it went in the cooking process.
