Why is shampoo clear and conditioner cloudy??

I have noticed this in Pantene products

the conditioner contains oils and silicone that's why it looks cloudy

The Pantene shampoo I use is cloudy, like a pearly cream color... but I know it works the best for my hair.

because conditioner has oils in it that might make it cloudy
