I think the best deal of the season is the Canon Powershot A530. It has been on sale at numberous big box stores below $130. That's a good price on a good camera. The A530 was selling for $180 not too long ago. I've recommended this camera within my own family, so I'll be living with the results of this recommendation right along with you. You can use the rest of your budget to buy a decent memory card.

This is easy- as there is only one choice.

The Fuji F20.
$165 at NewEgg. About $35 more for a 1Gb xD card.
There's your $200 limit.

Not too many reviews on the F20, but plenty on the F30- which is basically the same camera but with more features. Same image quality on both.

The Fuji's are the ONLY compact cameras with good high ISO performance for excellent indoor photos without flash- or, with a flash just helping a bit (rather than washing all the color out of people's faces and leaving the background dark). 6mp doesn't sound like a lot, but it's a larger ccd then most, and it resolves as well as the best 7 and 8mp compacts, and certainly rivals the 6mp DSLRs in most conditions.
