Right i live in the uk.I want to do a course making cakes and decorating them in hope one day to run my own buisness.Can you name what you would call someone who does that?or tell me a search list where i could find 1?thankyou v much.

Here in the States we call that person a cake decorator, check local cake shops and cake supply stores to see if they offer classes. If all you want to do is decorate cakes there's no need to to through culinary classes unless you want to specialize in mousse cakes and other specialty cakes.

I recently did a course with Kirsty's kitchen, and we learned how to make cakes. Her courses are really good. You can give it a try.
