This is not normal. You have an infection in your belly button. Each time after taking a shower or bath, pour some rubbing alcohol on a Q-Tip and then swab your belly button. This will dry out any extra water. This is good because if extra water or even moisture is traped then an infection can fester.
What to do now. Wash the area. Then carefully dry, with a dry Q-TIP. Then use some Neosporin to the affected area. Apply twice a day.
Keep up with your belly button hygiene. It is important.

I would have to say no, you may have an infection in there. The bellybutton, what you were fed through for your first few months of life should have been healed and closed between 6 and 9 months of birth. You do however need to keep it clean. Lint, dirt and even soap after taking a shower can accumulate in that area and if not cleaned well can cause an infection. May be TMI but I clean mine like my ears after every shower, A little q-tip can get most of the dirt and other things that are in there out. I even use some rubbing Alcohol in there to make sure it is really clean. You may want to contact your doctor over this one. Keeping it clean is the best way to avoid an infection though. Call your doctor.

Straight up bellybutton, or newly pierced navel.
If you don't have metal in there, but are dripping out your tube-hole, a doctor's visit is in order.

it is just an infection, clean it well and put some antibiotic in there a couple times a day until it clears up
