hmmm i believe theres a few ways.
Cold Cucumber slices when ur skin is moist and also cold water helps or sometimes u can purchase those eye covers that u can freeze up and place them on ur eyes while ur relaxin.

But yes u need to have a good amount of sleep everyday and don't stare and computers too much :)

Try Vit K on the circles as a night treatment. Sweet almond oil is also supposed to be good. Cold chamomile tea bags left for 15 mins on the eyes also brighten up the area. However, one also has to sleep well, improve one's nutrition and sweat out toxins, in order to get rid of dark circles. Ask your doctor for more info.

The best way is to get more sleep... if this is not possible you can cover them up with a very pale concealer under your eyes followed by your regular make-up. Hope it works for you.

dont listen to the guy who said u need a gallon of water a day-thats waay to much...how are u going to be able to concentrate on anything if ur bladder is killing u every couple of minutes!? its a liter of water that is reccomended, but not 100% neccesary..sure u need water but not too much, then u just feel sick

Last month I heard a beauty queen contestant say on TV she uses Preparation H on her eyes. Can't say I've tried it, but it presumably it reduces swelling

apply cold wash cloth to eyes and lay there with it on your eyes for a while
Some people say cucumbers work too

sleep - lots of it. and good nutrition too. those circles are a sign of being run down.
