Those arn't headlights they're what's called daytime running lights and are on most vehicles now. It helps the car be visible in the daytime as well as night. You have a separate set of lights that are your headlights, that come on at night.

A Camry will go a long way. Also it's got a Salvage Title because someone wrecked it. It has nothing to do with the drivetrain. Having a Bad motor won't have anything to do with the title. So to answer someone else's question as to why it has a Salvage title with less than 200,000 miles. It got into an accident.

They are daytime running lights. Ever since 1991, most cars were equipped with them.

Did you try turning the switch off? My 2001 Camry lights don't stay on unless I leave the switch on.
The lights always turn off when the ignition is off and the door is opened, even if you leave the switch on.
