There is nothing you can DO to "take it to the next level". You have to talk to her and find out what her feelings are on sex and sexual expression. If she does not believe in it, then you have to decide if you are trying to build a relationship, in which case you learn to live with it; or if you are just trying to get her naked in bed, in which case you should be looking elsewhere and so should she. Sex is a lot more than playing around.

you dont respect her and she deserves someone who is willing to respect and be like her. If she wants to stay at the 'making out' stage thats what she feels is comfortable for her and she, assumingly, wants to live a godly life and that means nothing of the sexual sort because that is against God and his word and God is more important than you. If all you want from a relationship is to be somewhat active (sexually, not just talking about intercourse), you should leave her and give her the chance to be with somebody who will wait and respect her decisions and one that follows her beliefs and who is a Godly man.

Give her time. As a woman, it's nice to be respected. Wait a little longer....maybe she'll make the move. Or you could be considerate and talk to her about it. Tell her how you feel and that you don't want to disrespect her wishes or make her feel uncomfortable....you just want to express yourself physically. But do me a favor....if you honestly and truly care about her and aren't like the rest of your gender, then please repect her-body and mind. Thank you!!

Talk to her about it. Remember, you both need to want the same thing before the relationship should advance. If after you talk to her, and she doesn't want to go to the next level, you should respect that and not force her to do something she doesn't want to do.

If you like her that much than you will wait until she ready to do more things.
