An exacto knife is the way we cut them in the pro shop where I have worked. There are scores on the bottom of the skate guards and what you do is fit the toe pick section first, then put the other half of the guard on the heel end of the Blade you want to cut them so that there is a slight gap when you stand. If you are an adult skater most likely you will not need to cut them.

Cutting your skate guards? How do you do that? Sorry, but I've never heard of that.
