It doesn't get easier than iMovie on the Mac.
For PC, ULead Video Studio is very simple to operate.

Microsoft Movie Maker. Free and easy to use.
Adobe makes some good video editing software. Check out the demo's

If you have Windows XP you have a very basic one free on your computer called Movie Maker (Start menu > Accessories > Movie Maker).
It is easy and will teach you the fundamentals of video editing.

Hhuhuh...easy to use? Definitely mic.Movie Maker...easy to use, especially for Beginner...
The one im using is Ulead Video Studio..but using a large amount of RAM..
also easy to use.
